Community Plan / affordable multi managed plan?
15$ by user is just not possible for a non-profit community.
Our Linkedin Sales Best Practices community counts 106.000 members, and around 20 co-admins and moderators. FB and G+ allow multi-management, so that will be just for our twitter account management ...

HootSuite has recently adjusted its plans for team members. In addition if you are a non-profit, HootSuite offers up to a 20% discount. Please see: http://help.hootsuite.com/entries/241957-does-hootsuite-offer-discounts-for-non-profit-groups
