We do understand how this feature would improve usability.
Unfortunately, it is not possible for a CSV to parse a links, fetch images from a link, then determine social relevancy. We therefore must decline this request.

You can now upload your photos directly to HootSuite, where they will be sent to your HootSuite Photos album.

At this point the Facebook API doesn’t allow us to do this. We’ll continue to research it, and implement down the road if possible.
This update is more critical than G+ in my opinion.

We continue to consider ways of extending Facebook’s functionality within HootSuite.
Would like this also so I can schedule events to publish closer to the date of the event.
And also to select or create an album as well
